What would your tip be?

I was listening to Glenn Beck this morning and they had a very interesting exercise. If you were paying your taxes like a tip how much would you leave for Congress as a whole? How much would you leave for the President? The rules they used was to assume that you would leave 15% as a neutral and you cannot give a negative number.
What would you leave on these various topics?
Economy
Jobs
War On Terror
Iraq
Supreme Court
Taxes
Immigration
Spending
Homeland Security
Education
Energy
Health Care
What would you leave overall? Overall I leave one penny for Congress. For the President I would leave about 8%...not that his policies are bad, but there has to be a lack of leadership if he cannot get big stuff done when his party controls both chambers?
What would I give...you'll have to listen to the show on KTLK...first caller in the 2nd hour.

And how much does Michele Bachmann claim from the taxpayers? She claimed reimbursement from the taxpayers for her cable bill.
